Cerebral Palsy, also known as static encephalopathy or Little's Disease, is a group of chronic disorders of coordination or movement caused by an abnormality of the brain. More than 80% of those afflicted with cerebral palsy develop it before they are one month old. Although the cause of the brain abnormality is not fully understood, in many cases it happens because not enough oxygen reaches the fetal or newborn brain. Cerebral palsy is characterized by poor muscle control, spasticity, and paralysis and affects one of every 500 or 1,000 infants.

A victim may suffer symptoms from more than one of three types of cerebral palsy:

  • Ataxic – accounts for about ten% of cerebral palsy cases. Coordination tends to be poor and voluntary movement is shaky
  • Choreoathetoid – occurs in 20% of children afflicted with cerebral palsy. Muscles move slowly and spontaneously without control
  • Spastic – affects 70% of children with the disorder. Muscles are stiff and weak

A study of the economic costs associated with birth injuries showed that cerebral palsy had the highest lifetime costs per new case. Roughly half of those afflicted require devices such as walkers, braces, or wheel chairs to assist them in remaining mobile. 70% have other disabilities, predominantly mental retardation. Many of those suffering from cerebral palsy require lifetime help from their families and communities, including specialized medical care and social and educational services.
